Trafficking in Persons Report
The Secretary of State submits the annual "Victims of Trafficking and Violence Protection Act of 2000: Trafficking in Persons
Report" to Congress. This report covers "severe forms of trafficking in persons" defined as:
"(a) sex trafficking in which a commercial sex act is induced by force, fraud, or coercion, or in which the person induced
to perform such act has not attained 18 years of age; or (b) the recruitment, harboring, transportation, provision, or obtaining
of a person for labor or services, through the use of force, fraud or coercion for the purpose of subjection to involuntary
servitude, peonage, debt bondage, or slavery."

What is trafficking in persons?
Trafficking in persons — also known as "human trafficking" — is a form of modern-day slavery. Traffickers often
prey on individuals who are poor, frequently unemployed or underemployed, and who may lack access to social safety nets, predominantly
women and children in certain countries. Victims are often lured with false promises of good jobs and better lives, and then
forced to work under brutal and inhuman conditions.
It is a high priority of the Department of Justice to pursue and prosecute human traffickers. Human trafficking frequently
involves the trafficking of women and children for sexual exploitation, a brutal crime the Department is committed to aggressively
investigating and prosecuting. Trafficking also often involves exploitation of agricultural and sweat shop workers, as well
as individuals working as domestic servants.
The Thirteenth Amendment to the U.S. Constitution outlaws slavery and involuntary servitude. The Victims of Trafficking
and Violence Protection Act of 2000 (VTVPA) supplements existing laws and establishes new tools and resources to combat trafficking
in persons and to provide services and protections for victims.
